Independent scaffold inspection: what it is and what a client should ask for

Updated 2 Nov 2026

In short

An independent scaffold inspection is a check by a competent person who did not erect the scaffold and has no production target tied to it. Clients in oil and gas order it to confirm that the tag, the drawing and the condition match before use. It adds to the contractor's own pre-use and weekly inspections and does not replace them.

What 'independent' means on a plant

Independent means the inspector did not build the scaffold and does not report to the erecting contractor's production line. Two roles are kept apart in the Saudi government scaffold-control procedure published by EXPRO: a scaffold erection supervisor and a scaffold competent person, each with separate responsibilities. The Sharjah code of practice OSHJ-CoP-23 (2024) also has a competent supervisor oversee erection, with inspection before use and at least every seven days. A client's independent inspector sits one step further out: a third party who checks the checkers.

How a client commissions an independent inspection

  1. Fix the scope: all scaffolds on a scaffold register, or a sample by risk (height, cantilever, hanging, loading bays).
  2. Ask for the register first: scaffold number, location, drawing or design reference, tag colour, last inspection date.
  3. Set the competence requirement for the inspector in writing and ask to see the card or certificate. In the UK scheme, the one-day CISRS system scaffold inspection course needs a CISRS Inspection card, or a Scaffolder/Advanced card with an Inspection Endorsement. Gulf clients set their own list: confirm with your client or the site HSE team.
  4. Walk the scaffold, not the paperwork: foundation, bases, ties, bracing, boarding, edge protection, access, then read the tag.
  5. Report on the same day with photos, and agree who closes each defect and by when.
  6. Re-inspect the corrected items and update the register before the next permit is signed.

What the report should show

A usable report lets a third party reproduce the finding. In the UK, a scaffold inspection report is described as recording location, date and time, defects found, action taken, further action needed, and the name and role of the inspector. Add the scaffold number, the tag colour found and the re-inspection date. Keep the record on site, as OSHJ-CoP-23 requires for inspection records.

Common mistakes on site

  • The inspector signs the tag after reading the register, without walking the scaffold.
  • The inspector's supervisor is the erecting contractor's manager, so findings are softened.
  • Alterations by users (a removed guardrail, a moved board) are not treated as a trigger for a new inspection.
  • Only the tag colour is checked; ties, bases and bracing are not.
  • The register has no scaffold numbers, so a tag cannot be matched to a drawing.

What AL-YASSIN offers

AL-YASSIN Scaffold Consulting is an independent consultancy. It does not erect scaffolds, so it has no production target to protect. To discuss an independent inspection or audit for a plant, use Request a proposal on /services/. Free tools to prepare first: the contractor readiness check on /approvals/, the tag colour guide, and the free Field App to keep the register. Nothing here is approved or endorsed by Saudi Aramco, NASC, CISRS or any other body.

Questions

Can the erecting contractor's own supervisor be the independent inspector?

No. If the client requires independence, the inspector must not have erected the scaffold or report to the erecting contractor. The contractor's supervisor still carries out the daily and weekly checks.

Does an independent inspection replace the contractor's tags?

No. The tag stays the contractor's record under the site procedure. The independent report checks that tags, drawings and condition agree.

How often should an independent inspection happen?

The documents we read set pre-use checks and a maximum interval of 7 days for the competent person. How often a client adds a third-party check is a contract decision. Verify against the latest edition of your site rules.

What qualification should the inspector hold?

That depends on the client. The UK CISRS route and the Saudi Aramco requirements differ, and Gulf clients publish their own lists: confirm with your client or the site HSE team.
